Sandman is a song by the band America in theit first 1971 LP, America. It was written by Dewey Bunnell, who also sang lead. 
 

America s'est formé en 1970 de la rencontre à Londres de trois fils de militaires américains basés en Angleterre. Ils rapportent ce que les soldats revenant du Vietnam leur ont dit. A quel point ils devaient lutter contre le sommeil (Sandman) de peur d'être attaqués pendant qu'ils dormaient. Le cyclone abandonné serait le Vietnam.

America was formed in London by three sons of three US militaries stationned in the UK. The song is likely about what 'Nam vets told them. Having to stay awake in fear of being attacked during their sleep (Sandman). Vietnam would be the hurricane that's abandoned.

Dewey based the lyric, in part, on conversations he'd had at West Ruislip with airmen returning from Vietnam:
"They'd buy us a beer at the commissary and tell us stories about the war. We weren't very political or very military. But 'Sandman' came out of our eyes being opened to the fact that these guys weren't much older than us. One of the things that I vividly remember hearing one guy say is that he hardly ever slept in Vietnam--he was afraid to go to sleep. So there's the line, 'You've been running from the man who goes by the name of the Sandman'--you don't want to go to sleep because you might be killed."
